Could it I think the main reason is that people don't look at the big picture when proposing them. They are attractive if you only consider cases without full use of cascading and assume that Microsoft will implement them in IE within weeks of their being specified, and do so in the Windows 95 version, as well as providing free upgrades for all web TV and console implementations.
