You're probably better off pointing to
http://www.w3.org/TR/CSS21/colors.html#q2 for an up-to-date reference.
That section has changed quite a bit in CSS2.1. It's quite clearly a
bug according to the CSS2.1 text, but it's unclear in the original CSS2
text.
