It sounds to me like there is a policy issue here that may need to be handled at a layer above the CSS Specification. This seems to be an issue of how to set constraints on color combinations. Maybe development tools could issue warnings based on (perceived!) incompatible CSS settings. They could have default policy settings, which the developer could override or switch off.
