I'm tying off this thread for the benefit of anyone reading the archive. I didn't receive a response from the WG on-list so I mailed Bert Bos directly. He confirms, as Björn Höhrmann pointed out, that the grammar for @media requires at least one media type. He says: "It seems to me that the language is clear enough. There is no mention of omitting the media types after @media, so '@media {...}' apparently doesn't mean anything. But I'll add it to the issues list and we'll see if the WG wants to add anything to the text. B.t.w., the fact that HTML makes "screen" the default media for the STYLE element is a known bug. It's fixed in XHTML2, but there is indeed no errata for HTML yet."
