For the two stylesheets on the planet which will ever meet this case out of the six billion existing documents and all those to come in the next few decades, I suggest we simply leave it up to the UA. Or do what Bert suggested, use UTF-8. It doesn't matter anyway as it is unlikely that those docments will even contain surrogates. Nor will they even be sent over the Web since CESU-8 is not an over-the-wire format.
