2.1 draft (http://www.w3.org/TR/2003/WD-CSS21-20030915). We want to

"The computed value of box margins at the top or bottom of the
page area is zero." Is there a reason why same rule doesn't apply
to left and right margins that touch the edges of the page area?
CSS WG response:
No change. The answer to the question is roughly the same as for
why margins collapse vertically and not horizontally.
