This is the CSS WG's response to an issue you raised on the last CSS
2.1 draft (http://www.w3.org/TR/2003/WD-CSS21-20030915). We want to
publish CSS 2.1 as a CR in about two weeks. Please let us know this
week if you think our response is wrong.

Colors and Backgrounds
S14.2 <http://www.w3.org/TR/2003/WD-CSS21-20030915/colors.html#q2>:
# The background of the root element becomes the background of the
# canvas and covers the entire canvas, anchored at the same point
# as it would be if it was painted only for the root element itself.
# The root element does not paint this background again.
It is unclear what is meant by this.
CSS WG response:
What's unclear?
For the CSS WG,
Bert
