 XHTML-Print [1] and CSSPP [2] have inconsistent references to CSS Level
2.

 XHTML-Print references the 1998 Recommendation, CSS 2.

 CSSPP references the 2004 Candidate Recommendation CSS 2.1.  Also, this
reference informally calls  CSS 2.1 a recommendation (lower case 'r').
The other references to candidate recommendations are more formal, using
Candidate Recommendation (capitalized) as part of the title.
