CSS3-Text: text-decoration and ruby

http://www.w3.org/TR/2003/WD-css3-text-20030226/#text-decoration-overview

The positions of underlines and overlines in the presence of ruby text is
not specified. See the "Underlined Ruby" link in
   http://fantasai.tripod.com/www-style/2003/ruby/
for an example of this case.

(The relative positions of underlines and overlines in general are not
specified. See also comment 163 [1]. )

I had actually come across a long line of underlined text with ruby, but
I couldn't find it this time to scan in.

Considering this style of underlining, there's a problem with the position
that *is* specified for underlines in text-underline-position:

   # before-edge
   # the underline, if set, is aligned with the 'before-edge' of the line box.

This would, if I'm understanding things correctly, place the underline
between text lines instead of between the text and its ruby.
