[CSS21] new, interim working draft

The CSS working groups hasn't quite finished with all the comments on
the previous draft of CSS 2.1, but to show how far we are, here is a
new draft:

This should at least answer questions of the type "why are automatic
counters removed?" or "why can't I set page margins anymore?", because
those features are back. The (hopefully) final draft should follow
soon.

If you want to comment on this draft, please do so on this mailing
list. You can make our task a lot easier if you provide a useful
subject line and especially if you let the subject begin with
"[CSS21]".

For those wondering exactly what has changed, we have provided some
mechanically generated diff files. The first link below is for the
diff between CSS2 and the current WD, the second is between the
previous WD and this one. The result is more useful on some chapters
than on others, though...
