Permission to browse list archives from Bob Kline on 2003-02-10 (www-style@w3.org from February 2003)

I'm getting the following message:

   The connection was refused when attempting to contact lists.w3.org

when I try to browse the archives for this mailing list.  Do I need 
special authorization to read the list archives?
