Following is a substantive comment on section 11, "Visual effects" (<http://www.w3.org/TR/2002/WD-CSS21-20020802/visufx.html>), of the Cascading Style Sheets level 2.1 draft (<http://www.w3.org/TR/2002/WD-CSS21-20020802>). 11.1.2 Clipping: the 'clip' property "The 'clip' property applies only to absolutely positioned elements." Why is this? (And this restriction should, anyway, be in the definition table in the 'Applies to' field.)
