[Cross-posted to www-style and www-qa, since I believe this is interesting to both.] The CSS working group published the official documentation[1] for the format of all CSS test suites. The format is known in the working group as the "TNG" format. It is the intention that all future CSS test suites adhere to it (where that makes sense, of course.) The test suites for the "CSS mobile profile" and the "Selectors" already follow the format and the CSS1 test suite has been converted to it early this year. The main goals of the TNG format are to separate the actual test cases from the navigation structure and to make writing test cases as easy as possible. The same test case can appear in multiple test suites (by reference, rather than by copying) and the test files themselves are smaller. In some browsers (those with a limited implementation of the HTML "object" element) the new format may require an extra click, compared to the previous format, but in most browsers there is no difference.
