New CR: "CSS TV Profile 1.0"

The draft "CSS TV Profile 1.0" has become a W3C Candidate
Recommendation (CR). That means that the CSS working group thinks the
specification is stable and it is asking for implementations.

The CR phase will last at least 6 months. At some point after that, if
there are sufficient implementations, the document should become a W3C
Recommendation.

The "CSS TV Profile 1.0" defines a subset of Cascading Style Sheets
Level 2 and "CSS3 module: Color" specifications tailored to the needs
and constraints of TV devices.
