inline percentage widths

I suggest that percentage widths of inline-level blocks 
(replaced inlines, inline-table, inline-block) be based
on the width of the line box rather than the containing
block. Since the box is inline, it's more concerned with
the dimensions of its container as it applies to inline 
boxes, not block ones.
