For such a thing to be implementable, it would have to be defined - 
illuminated letters are really a matter of font design, and not really 
suited to a CSS property in the way that a text filter is. So there's 
really no chance of illuminated letters ever in CSS.

Of course if you just meant drop caps:

then you can do them already (see an example here: 
http://www.richinstyle.com), although, sadly, not with any degree of 
certainty as to result [1] (this is something that needs work, and if 
you have any suggestions as to how to make this work, they would be 
very welcome).
