validation of style-element

The HTML 3.2 validation service at
http://ugweb.cs.ualberta.ca/~gerald/validate/
does not accept the CSS1 syntax of the 
Style-Element, which means that this is
in contradiction to the HTML 3.2 specification.

Question: Are all CSS1-documents invalid HTML?
(For an example look at http://129.69.59.141, the link
to the validation service is at the very bottom of the page)
