Proposal, default media is NOT @media all

I'm currently believing that anything in a declaration that is not 
inside an @media block is considered to be part of the "all" media 
block?  If I am mistaken please correct me.

I would prefer that this NOT be the case for the purpose of writing 
cross-ed CSS1 / CSS2 style sheets.  This way the rules as meant for 
CSS1 can appear outside the "@media all" block and the rules meant for CSS2 
can appear inside the "@media all" block.
