I think that throwing in magnificantion as suggested wouldn't solve all the problems that people might want to solve with it. Magnification might be helpful to improve accessibility. However, I'm concerned that if it is depoyed as it is proposed now, people ill use it in their author style sheets, and this will inhibit use by people who need magnification because they have trouble reading small text. I would be willing to accept it is it is now for use in author style sheets if I see some good examples of why an author would want to do that.
