It is important that two new properties get deployed, text-shadow and
shadow. Text is not the only place where drop shadows are useful for
decoration or emphasis. An equivalent property that applies to the area
occupied by the background and borders of an element is needed.

It would be a shame to have transparency as a distinct value for this
one property. Transparency should be an option for all declarations of
color.
