Yes, I have noticed that table cells are inheriting margins from body margins. makes it pretty hard to set a default. Now I understand inheritance is useful but this is ridiculous. I have had to set margins on every element to fix it. At first I thought is was the percentage taking its value from the parent element. BTW The CSS1 does specify hex colors #FFFFFF. I thinks its in section 6.3.
