As promised the W3C staff have come up with a proposal for specifying a rich range of document layouts based upon specifying frames in the style sheet. The approach extends CSS to allow authors to specify frames, layout policies and which elements are flowed into what frames. Frames can be filled from the same document or via URLS from external sources. Hypertext links can be targeted at frames without changes to the HTML markup. The layout info is decoupled from the document markup allowing for greater flexibility in using the same content for different layout styles.
