[SMIL3.0] Use IRIs instead of URIs

SMIL 3.0 uses URIs in many places. These should all be replaced
with IRIs (RFC 3987), to make sure that resources containing non-ASCII
characters in their identifiers are correctly processed.

[The implementation effort for this is minimal assuming
an implementation is based on Unicode, which it has to
be anyway because SMIL is XML.]
