Dear Synchronized Multimedia Working Group, http://www.w3.org/TR/2005/WD-SMIL2-20050201/refs.html is a horrible mess; at least 12 references are outdated (e.g., MathML, RFC1766, UAAG, URI, UTF8, XFORMS, XHTML10, XHTML+SMIL, XML10, XSCHEMA, XPTR, and draft-ietf-avt-rtp-mime-00), it does not distinguish between normative and informative references, it sometimes gets URI policies wrong (e.g., http://www.w3.org/TR/SVG/ is the latest SVG Rec, not the latest version of SVG 1.1) and is generally inconsistent with other technical reports, many of which comply with http://www.w3.org/2001/06/manual/#ref-section. The section further has character encoding issues, e.g., it's "Håkon" rather than "HÃ¥kon". http://www.w3.org/TR/2005/REC-SMIL2-20050107/refs.html seems to be subject to most of these problems too (and claims to be part of a PER rather than a Recommendation...), please change the Working Draft to include reasonable references and publish normative corrections to the corresponding section in SMIL 2.0.
