The SYMM-WG has published all "Last Call" comments and responses at:

Many comments have been handled by agreeing to make the suggested
modifications, however some comments have been left as points of
disagreement. Please see the individual comments and responses for details.

A revised version of SMIL Animation, based on the changes agreed to in the
responses is currently underway.
