Current status, potential for upgrade?

I'd like to humbly request the validator be updated to reflect the
current Recommendations (I believe the key part would be upgrading
ARP/Jena to the latest version). I'll be happy to help with any code
changes if necessary.

My request is prompted in part by two separate mailing list threads
which have used the validator as a reference - one on
www-rdf-interest@w3.org, relating to xml:lang, the other is on
rss-dev@yahoogroups.com (and everywhere else!) relating to RSS 1.1.

There's also a (considerably lower priority) feature request I'd like
to make - have the validator auto-check for an <rdf:RDF> root.  I'd
suggest this as an overridable default. The false negative which is
given when the checkbox option is overlooked has already misled
testers of RSS 1.1 instance data.
