Base URL for content - "online:"

I've just been struggling with where the "online:" prefix comes from,
until Aaron explained it on #rdfig.

We had the same issue with the XML validation webservice[1], which
originally used a "modxml:" prefix for uploaded content.  This was
fixed by accepting a Content-Location HTTP header as defining the
base URL for content.

In the case of the RDF validator, you are accepting browser input,
so an HTTP header is not applicable.  However, you could easily
make it an optional field in the validation form.
