The benefits of e-commerce cannot be exploited fully by consumers
because of the lack of 
trust and confidence in online cross-border purchases. To achieve fair
trading and 
transparency in commercial communications and transactions, effective
complaint mechanisms 
need to be established and involved in e-business activities. This
workshop aims at 
bringing together academics, researchers, professionals and industrial
practitioners to 
discuss issues involved in modeling ontology of cross-border business
regulations, 
among other things focusing on complaint regulations. 
 
We seek original contributions on the following issues of interest, but
not limited to: 
 
   - Representation and organization of regulatory ontologies:
modularization, layering, 
     reusability, maintainability and extensibility, etc; 
 
   - Regulatory metadata standards (legal/leg-XML, ADR/ODR-XML,…);
 
   - Policies and complaint regulations in Policy RuleML. 
 
   - Ontologies of: complaints, complaint resolutions, complainants,
evidences, etc; 
 
   - Sensitivity on and harmonization of cross-border business
regulations; 
 
   - Experiences with projects and applications of regulatory
ontologies; 
 
   - Multilingual representation of regulatory ontologies; 
 
 
Submissions
=====================
We invite papers of no more than 20 pages length (6000 words or less,
Springer style format)
describing original completed work, work in progress, interesting
problems or use cases, or
 trends in this research area. Submitted papers will be fully refereed
based on the 
originality and significance of the ideas presented as well as on
technical aspects. 
Accepted papers will be published by Springer-Verlag as a part of
Proceedings of the 2003 
International Conference on Ontologies, Databases and Applications of
SEmantics (ODBASE).
