Actually, RDFS does, not RDF.

I don't see this as a problem (note, I also don't have a problem renaming to 
"context", but I think "domain" is a better name).  You appear to allude 
cryptically to one of the reasons below.

I'm not sure what this question means, but I'll guess.

When we need to disambiguate names for 4Suite extensions in general, we tend 
to use

http://xmlns.4suite.org/ext

But this is not applicable to the domain construct.  There is no need to tell 
anything apart.  The 4RDF domain is not expressed in any statements.  
rdfs:domain is.
