OTOH, we are talking about the biotech industry, here. That means a few huge
pharmaceutical companies, and multiple large-scale publically funded
research projects. I think that sort of thing qualifies as Them, so in fact
they *are* in control.

As for the rest of the online data, most of it is indeed being managed in a
fairly decentralized manner.
