The RDF core specifications don't provide any mechanism to make such a
claim. However you can use schema vocabularies such as DAML+OIL (see
http://www.daml.org/) to make more precise descriptions of RDF
ontologies. Without looking I'm not sure quite what DAML+OIL offers you
in this particular case -- it has mechanisms like 'disjointWith'
that may be of some use.
