May I suggest that API 1 (textual) itself be RDF-based. In fact I think it's possible to represent both queries and manipulations of some RDF "repository" in RDF. (a) An text based API for one machine to ask another for information about a particular object (e.g., machine A asks machine B for all the contact related information for Dan Brickley).
