Stating vs. Quoting

I've written up a note on how to differentiate between statings and
quotings of a statement based on my interpretation of how RDF/XML
could/should be processed. It is a document centric interpretation
rather than a model centric one. I look forward to our converging on a
common interpretation of terminology, but meanwhile, I'm probably
butchering someone's view of certain terms including the terms
"stating" and "quoting".
