Explanation regarding the semantics of plain literals

Dear all,

 

In the RDFS semantic conditions it is stated that LV =
ICEXT(I(rdfs:Literal)).

Does the set LV contain all the plain literals, independently of an
underlying RDF graph ?

If not, what is the vocabulary used in the definition of RDFS-entailment ?
