Expansion of tag and attribute names as URI reference

The RDF draft talks about the expansion of namespace-qualified tag and
attribute names.  There seems to be an assumption that what you get from
this expansion is a URI reference.  However, the current namespaces WD
doesn't define the expansion of a qualified name as a URI reference.  It
seems like there's a missing piece that needs to be specified: how to
get from the expansion as defined in the namespaces WD into a URI
reference.  RDF's answer seems to be that you simply concatenate the
namespace URI with the local part of the tag or attribute name, which is
fine, but doesn't seem at the moment to be stated explicitly in either
the namespaces WD or the RDF WD.
