SV: The optimeset - call for comments

some off list comments have already motivated a version change

Hopefully I have reached some sort of stability on the SkiCal OpTimeSet
definition so that it would be fruitful to gather critique and sugestions.

The optimeset is defined under specific skical value-types in the current
SkiCal draft at

 The set is described both as a DTD (though not typed of-course) and in ABNF
with typing.
