My pages (4.01 Transitional) have been checking out for years, and suddenly this morning I get a 

 Mismatch between Public and System identifiers in the DOCTYPE declaration
This document uses an inconsistent DOCTYPE declaration. The Public Identifier -//W3C//DTD XHTML 1.1//EN declares the XHTML 1.1 document type


But they're not in XHTML, and I declare

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

and haven't changed it in years.


What gives?
