Therefore, it would probably be better to have a link to a list outside of the WD that can be updated independently of the WD. That is your proposition 5. The QA Matrix (1) can of course have the same link. In this external list of issues, you may consider enhancing the system to make it possible to share some issues or at least easily navigate between flavours of the same technology (e.g. XHTML 1.0, XHTML 1.1, etc.). Within one family (e.g. XHTML), it could be possible to select one or more precise versions for which the issue applies. This is the case in some Bugzilla tracking (e.g. PHP / PHP5.x / PHP 5.2).
