Just wanted to point out that SpecGL is applicable beyond W3C. It was used as the basis as a guide for writing a conformance clause (attached pdf) for a health care standard on electronic health records (EHR) systems. As background, the standard defines the functions that an EHR system could contain. Each function has associated with it conformance requirements, called conformance criteria (as of today, these criteria still need to be developed). The conformance model is: Profiles conform to the EHR-S Functional Model Standard, and EHR systems conform to Profiles. Thus, it was decided that there would be no mandatory functions in this EHR-S Functional Model and Standard, but that Profiles must have at least 1 mandatory conformance criteria for each function.
