Note for SpecGL PR

Congratulations on your Specification Guidelines Proposed Recommendation [1].
I hope this note gets to you before your 29 July deadline at least Pacific
time. I have a copy with minor editorial suggestions in progress at [2] (Team
only link) so it should be easy to find a diff. I will send a follow up note
as soon as that page is complete (in a few hours or this weekend latest).
