You would need to tell the difference between

  <p>&apos;</p> and <p>'</p>

or

  <br/> and <br />

or

  <p/> and <p></p>

in the output of a XSLT/XQuery serializer implementing the XHTML output
method in order to tell whether it meets the requirements of the spec,
as it prohibes the former form for all three examples.
