Yes.  As I recall, Kirill had an action item that went back to the original 
Brussels f2f.  It was eventually dropped (lack of resources to pursue it, I 
guess).

 From March 2003 Tech Plenary f2f (Boston), our list of tools that QAWG 
should work on and supply to W3C included:  "binary serialized infoset 
comparator"

Check back to Brussels (and check Boston).  Also, if you are able to look 
at past versions of the AI list, you should be able to find the one that I 
mentioned.  (Maybe a year back, if you're looking in CVS.)
