[qaframe-spec] highlight checkpoint headings

Hi,

  It is almost impossible to scan the current specification guidelines
<http://www.w3.org/QA/WG/2003/08/qaframe-spec> for the checkpoints
defined therin as the checkpoint headings are unbolded black text on
light blue background and the "Conformance requirements" headings
following them are in capitalized bolded white text on some flavor of
dark blue. Please change the style sheet to make the checkpoint headings
stand out as they are more important and unlike the subheadings change
for each checkpoint.
