Checkpoint 3.2 says: "the specification MUST be defined, either by reference or by including the definition in the text." Did you mean to say that the whole spec is considered to be "defined" through references and definitions? In that case, please ignore this comment.

Proposed resolution : 
Could read something like: "terms used to describe conformance MUST be defined, either by reference or by including the definition in the text." (I'm afraid "conformance terms..." might mean you'd have to define "terms.")
