Would the table of contents in QA Framework specs that have guidelines be easier to follow if non-Guideline sections all appeared by number in the table of contents? E.g. "3. Conformance" could be followed by "3.1 Normative sections" rather than by "1. Normative sections"? The difference between for example "checkpoint 1.1" and "section 1.1" (both about scope) then would be distinct and easier to talk about.
