CHIPs scope mentions server developers and server admins. CHIPs scope
mentions proxy developers but does not mention proxy administrators.
This is an inconsistency. Intermediaries should either be treated
fairly (proxy admins must be in scope) or excluded from the document
scope (proxy developers must not be in scope).
