Last call means that the WG thinks that it has met its charter and resolved its technical issues. We have published WD's as we went along and are grateful for your feedback. Now its time for a last test and review of the work. Please read and review these specs, sending your comments to www-rdf-comments@w3.org by 21 Feb 2003 so that together we make them as good as they can be. We'd particularly like to hear about implementations that exist or are planned.
