Time frame for the comment answers to QA Spec GL

QA WG,

after brainstorming, we think that a 2 weeks time frame is the minimum 
to let commenters acknowledge the answers, we sent. The rationale 
behind that is in part due to the fact that some commenters are WG, and 
they might need a teleconference on their own to be able to answer.

So when we will send the answer to comments, we will give two weeks for 
accepting or refusing the answer.
