starting Disposition of Comments document

Hi QA WG,

As input to our discussion during today teleconference, I have started
to build a disposition of comments for our last call issues on SpecGL:
http://www.w3.org/QA/WG/2005/04/SpecGL-DoC.html

(this was built directly from Bugzilla through some XSLT massaging; it
still needs quite a bit of clean-up, but it should already be a good
reference to manage our responses to commenters)
