about future-version references

Suggested new 3rd bullet in "Techniques" of 2.3-B:

"If you reference a generic technology and all its future versions, be 
clear that the conformance requirements to a fixed version of your 
specification potentially change, when the conformance requirements of the 
referenced technology changes in a future version of it."

(Play with the wording if you like.  If you think this should NOT be added 
... okay, but pls. reply with rationale, why not.)
